London Met UCU - Branch Motions - 16/05/07

The following two motions were unanimously agreed by an all members branch meeting on 16th May 2007.

Motion 1 - Proposed by London Met UCU Co-ordinating Committee

This meeting notes management’s spurious claims about the status of our recognition agreement. It supports the Co-ordinating Committee’s re-statement of our position which is that unless either side formally renounces it, or until another agreement is negotiated, the pre-merger recognition agreement is still in effect.

This meeting notes the Vice Chancellor’s failure to respond to correspondence from UCU officials and officers on a variety of issues. It further notes management’s failure to:

  1. Complete the negotiations on outstanding contractual issues at ACAS as agreed in July 2005

  2. Consult UCU on statutory and other obligatory issues including:

    1. the avoidance of redundancies

    2. equalities duties

    3. the Framework Agreement

    4. health and safety

    5. proper contracts for part-time and research staff

    6. University policies and procedures

As a result, this meeting endorses the Co-ordinating Committee’s unanimous decision to enter into a formal dispute with London Met management, and to remain in dispute until such time as management enter into meaningful negotiations with London Met UCU on all these outstanding issues.

Motion 2 - Proposed by Working Lives Research Institute UCU Members

This branch notes that LondonMet management is not abiding by the existing recognition agreement. In particular management has not so far responded to the union's request to consult over proposed redundancies. We also recognise that the establishment of a staff council could be used as a way of undermining the unions in the university. This branch agrees that the situation has now reached a point where we have to mobilise a campaign to get management to negotiate and consult with the union. This must involve building and organising the union within the university as well as calling for support amongst the wider labour movement to put external pressure on LondonMet management

We propose:

  1. To ask members to organise workplace meetings to discuss the issues;

  2. To launch a petition calling upon management to meet with the UCU to discuss proposed redundancies and to mobilise to get all UCU members and potential members to sign the petition;

  3. To use the petition as an opportunity to recruit staff who are not members and to engage members in an active campaign;
